Solved Added user account Windows does not create user profile

I need to add another standard user. I have one admin account and one standard user.

After adding the second standard account name and password on Control Panel
I get the confirmation that the new user can now sign in.

However,I get this famous message that the profile service cannot open.

I looked into C:users and find
Default.migrated
Default
Public
Administrator
First standard user

But not the newly created user account. Nor can I find it in the Registry ProfileService.

Why does Window lye to me saying the new user account is available but it did not create it?

Of course, I logged out after setting up the new account and tried to sign in and get the error message
that Profile services cannot open.
Then I restarted the system and tried to sign in to the new account, same error.
The I shut down the system and tried to sign in again the same error.

The new account with picture and name aways shows up on the beginning blue screen
together with the two other accounts. Only to the new account gives the error message.:mad:

Thanks for the link. I think it does not apply in my case, It talks about
changing the profile SID in the registry. I have no profile to change
that is the problem: Windows created a user account but not the profile.

Sorry, you did say that. What happens if you delete and recreate it? What happens if you try to create another account? Same issue?

As to the remedy: what is a factory reset?

I do not have a DVD with the system, it came preloaded from HP.

Guarantee period expired (only one year).

I am considering the options;

Buying Windows 7 and throwing out Windows 8
Installing Linux ?

As to the remedy: what is a factory reset?

Because you have a desktop HP p71490 you must use system recovery.

I do not have a DVD with the system, it came preloaded from HP.

Was your desktop preloaded with 8.1. or a other windows OS.

When it is 8.1. do you still have the system recovery image on your harddisk or did you make system recovery discs.

Maybe you can first try the SFC and DISM options.

If that doesn't work than Yes, System Recovery is what i would do.(see tutorial)
This will bring your system back to factory state, is Windows 8.

I suggest you make all the standard user profiles you want use in windows 8 before upgrading again to windows 8.1.

I did reset the Windows 8 from the recovery partition D.
Then I recreated the used IDs, all worked. Then I installed Windows 8.1
and tried the user IDs again, they still work, very good.

Thanks for staying with me through this issue.

One more question;
before starting the system recovery I was asked whether I would like to backup
my files. I did. Now they are sitting on an external HD.
What process do I use to transfer them back to their old places?
I recreated exactly the same user IDs I had working previously.

Thanks for the link how to restore the files. I have them back.

Still have issues with Windows 8.1:

1.
After I re-install as admin user the Programs wiped off by System Reset some of them
I cannot access from the non-admin users, examples Skype, Dropbox.
in the case of Skype I had to install the program three times, once for each of my three users.

2.
Windows stops the antivirus Internet security program. As soon as I install the
antivirus program and open it, a notification shows up indication the the antivirus
programs are off. The botton to turm them on is inactive. It does not do anything.

I treid this with Norton Internet Security and wit Kaspersky Internet security.

Sould I open these issues as separate Threads?

I have opened another thread on the issue of permit for users to use programs.

Fortunately, the problem of Windows turning off Antivirus and Internet Security has disappeared after
re-Installing Kaspersky Internet Security twice.
