Unable to Create or Manage User Account in Window 8 64 bit

First of all i was unable to configure my advanced power options, i.e- create new power plan, choose what power button does or closing lid does? I restored the settings & restarted but couldn't solve it.
This is what i get while trying to fix this:-

Somehow, then i thought of creating another admin account and config the settings there, to see if it works out.
But, through Control Panel>User accounts i couldn't manage existing account and neither i am able to create new account.

Another thing i noticed is when i go to PC settings through windows 8 new feature - charm menu, i couldn't find the Users menu.

Now, these things are not normal at all. I have been googling hours for solution but no fix at all.
So, i just hope to create new thread and seek for solution.
Thanks in advance smart people.

Turns out , all the people having this problem had run AMDs driver uninstall program , this caused the error for them as it's for Win7 and hasn't been updated for Win8 yet....did you use that at all?

The only solution is a refresh / reinstall / backup restore of Win8...there is a german web site that has managed to come up with a way to repair Win8 without having to re-install everything again...it's in german but google translate came up with this 'Germenglish' version...

From what I can translate , he renames shell32.dll to shell32.dll.org then tells win8 to start an upgrade , it reads the win8 Media disk/USB that you installed from , restores whats missing/broken and then writes a new shell32.dll....restoring your system to how it was without having to reinstall everything.

as per issue concern it's ok...atleast i am not the only one with this creepy faults in Win 8
but as per solution...u don't seem to help me

I beg to differ with your response because a solution was provided in the very first answer on the linked page and the actual cause of the issue was identified in the second answer on that same linked page (same as described by Wullail in his response). Moreover, since you did not define any predicators on a solution, that should have met you requirements for a fix!
