How to Allow or Prevent Users to Uninstall Apps from Start in Windows 8 and 8.1

This tutorial will show you how to allow or prevent all or specific users from being able to uninstall apps from the Start screen in Windows 8 and 8.1.
You must be signed in as an administrator to be able to do the steps in this tutorial.

OPTION ONE
Using a BAT File Download
NOTE: This option will affect all users on the computer.

The .bat files below are for the registry key and value below.
HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Explorer /V NoUninstallFromStart
NoUninstallFromStart DWORD
0 = Allow uninstalling modern apps
1 = Prevent uninstalling modern apps
HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Explorer /V NoUninstallFromStart
NoUninstallFromStart DWORD
0 = Allow uninstalling modern apps
1 = Prevent uninstalling modern apps
1. Do step 2 or 3 below for what you would like to do.
2. To Allow Current User to be able to Uninstall Windows Store Apps
NOTE: This is the default setting.
A) Click/tap on the Download button below to download the .bat file below.
Allow_Uninstalling_Metro_Apps.bat
B) Go to step 4.
3. To Prevent Only Current User from be able to Uninstall Windows Store Apps
A) Click/tap on the Download button below to download the .bat file below.
Prevent_Uninstalling_Metro_Apps.bat
B) Go to step 4.
4. Save the .bat file to your desktop.
5. Right click or press and hold on the downloaded .bat file, and click/tap on Run as administrator.
6. If prompted, click/tap on Run and Yes (UAC).
NOTE: If you like, you can stop getting the Run prompt by unblocking the downloaded .bat file.
7. You will now notice a command prompt open and your screen flash as explorer is restarted to apply the registry changes.
OPTION TWO
Using the Local Group Policy Editor
1. Open the all users, specific users or groups, or all users except administrators Local Group Policy Editor for how you want this policy applied.
2. In the left pane, click/tap on to expand User Configuration, Administrative Templates, and Start Menu and Taskbar. (see screenshot below)
3. In the right pane, double click/tap on Prevent users from uninstalling applications from Start to edit it. (see screenshot above)
4. To Allow Users to be able to Uninstall Windows Store Apps
A) Select (dot) either Not Configured or Disabled. (see screenshot below step 6)
NOTE: Not Configured is the default setting.
B) Go to step 6.
5. To Prevent Users from be able to Uninstall Windows Store Apps
A) Select (dot) Enabled. (see screenshot below step 6)
B) Go to step 6.
6. Click/tap on OK. (see screenshot below)
7. Close the Local Group Policy Editor window.
