Add or Remove Shutdown Power Menu from Sign in Screen in Windows 8 and 8.1

The Power menu (shutdown options) on the sign in screen can allow users to sleep, hibernate, shut down, or restart the PC without having to sign in to Windows.
This tutorial will show you how to add or remove the shutdown Power menu from all logon and sign in screens for all users to be able to shut down the PC with or without having to sign in to Windows 8, Windows RT, Windows 8.1, or Windows RT 8.1.
You must be signed in as an administrator to be able to do the steps in this tutorial.

EXAMPLE: Power Menu on Sign in Screen of Windows 8.1
OPTION ONE
Add or Remove Power Menu on Sign in Screen using a REG File
Note
The .reg files below are for the registry key and value below.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
shutdownwithoutlogon DWORD
0 = Remove
1 = Add
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
shutdownwithoutlogon DWORD
0 = Remove
1 = Add
1. Do step 2 or 3 below for what you would like to do.
2. To Add Shutdown Power Menu to Sign in Screen
NOTE: This is the default setting.
A) Click/tap on the Download button below to download the file below, and go to step 4 below.
Enable_Shutdown_without_Logon.reg
3. To Remove Shutdown Power Menu from Sign in Screen
A) Click/tap on the Download button below to download the file below, and go to step 4 below.
Disable_Shutdown_without_Logon.reg
4. Save the .reg file to your desktop.
5. Double click/tap on the downloaded .reg file to merge it.
6. If prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.
7. When finished, you can delete the downloaded .reg file if you like.
OPTION TWO
Add or Remove Power Menu on Sign in Screen in Security Policy
NOTE: This option for using the local security policy is only available in the Windows 8/RT/8.1 Pro and Windows 8/8.1 Enterprise editions.
1. Open the Local Security Policy editor.
2. In the left pane, expand Local Policies, and click/tap on Security Options. (see screenshot below)
3. In the right pane, double click/tap on Shutdown: Allow system to be shut down without having to log on to open its properties. (see screenshot above)
4. Do step 5 or 6 below for what you would like to do.
5. To Add Shutdown Power Menu to Sign in Screen
NOTE: This is the default setting.
A) Select (dot) Enabled, click/tap on OK, and go to step 7 below. (see screenshot below step 7)
6. To Remove Shutdown Power Menu from Sign in Screen
A) Select (dot) Disabled, click/tap on OK, and go to step 7 below. (see screenshot below)
7. When finished, you can close the Local Security Policy window if you like.
