How to Create a Start Menu Toolbar on the Desktop Taskbar in Windows 8
Information
This tutorial will show you how to create a Start Menu toolbar on the Desktop taskbar in Windows 8 for users to experience the full Metro UI features and also have a Start menu.
1. Open Windows Explorer and ensure the show hidden files box is check marked under the view tab.
2. Navigate to the hidden C:\ProgramData\Microsoft\Windows\Start Menu folder, and right click the Start Menu folder to create a shortcut that will be sent to the Desktop.
3. Rename Start Menu Shortcut to Start Menu and cut and paste to your chosen location (I chose C:\ProgramData\Microsoft\Windows) in my example below
4. Right Click the taskbar select Toolbars > New Toobar and browse to the location of your Start Menu shortcut and select folder.
5. The Start Menu Toolbar is now on your Desktop Taskbar.
Note
As you install more programs your Start Menu Toolbar will need to updated, to do this just select Toolbars and un-check the Start Menu toolbar then navigate to your current Start Menu Shortcut to delete it repeating steps 2 to 4 to create a new Start Menu Toolbar.
Un-checking the show title and text options in the toolbar dialogue and attempting to customize the folder with an custom Icon was unsuccessful.

It was never intended to show up in the metro start menu but is meant to be added to the Windows Explorer taskbar (see snip in step #5 and information dialogue).
Also the information and Note dialogue has been edited and clarified by the Admins/Mods for esthetics and grammar.

You might see if adding one of the shortcuts that you like from below into the hiddenC:\ProgramData\Microsoft\Windows\Start Menu folder to add it into this Start Menu toolbar may work instead. They will work in Windows 8 as well.
