    If you like, the shortcut in the tutorial below would work better for this, and can be used by all users. It restarts your computer to the same startup options screen as soon as you click on the shortcut.

    NOTE: You will not have this option if you booted from a system repair disc or recovery USB flash drive.
    Why this option is not available on recovery USB and CD? How to boot Windows 8/8.1 to safe mode if system not starting?

    Hello S0meth1ng, and welcome to Eight Forums.

    Startup Settings are only available on the OS level and not from bootable media.

    Answer to my question:

    1. create recovery stick or DVD
    2. Boot from recovery media
    3. choose cmd
    4. Type: bcdedit /set {default} bootmenupolicy legacy

    After this you can use F8 to start Windows 8/8.1 in safe mode

    That's not the same as what you asked. It would essentially just be using a command prompt at boot to disable the new Windows 8 boot GUI to have the old Windows Boot Manager show instead.
