weird unresponsive touch screen problem

I have had an issue ever since Mike gave me his Windows 8.1 Asus tablet that once had a keyboard but he lost it and I can only use the tablet with touch screen options. He did a master reset and I logged in with my Microsoft credentials. After I did so, Windows 8 was no longer activated. I just went through the normal activation process and got Windows 8.1 activated. it took 12 tries because every time I called Microsoft and they said they were transferring me to the automated activation system, I got a "call cannot be completed as dialed" message. I had a correctly dialed phone number, it was just after they asked me to input two 3-digit numbers, is when the call cannot be completed as dialed error message. now since then, quite frequently, I get where the touch screen becomes very unresponsive. It is usually when the on-screen keyboard is up, the touch screen becomes unresponsive to most touches. Most, not all. I cannot minimize the on-screen keyboard or click on close on any window. No buttons work on any of the windows. I can move windows around, that is it. Sleep/lock screen does not work. screensaver does not work. The only thing that does is force shut down. But I am doing this frequently.

Please help me remedy this

Hi, I'm not too sure if it is, but it seems like a similar problem to what I have been having on my Surface Pro 2. Before I go any further, do you know if at some point the tablet has over heated?
