control panel - ease of access? voice commands?

with a touch screen if the pointer stays on the screen it will move the object if you move the pointer

double click = one click to select + one click to open

What I think is
It only takes 15-20 seconds to change the folder options from single-click to double-click.
Just use that method.

1. Go to Control Panel

2. Go to Folder Options

3. Select "Single Click to open an item"

4. Click Apply or Okay and you're good to go!

Hope this helps!

In PC Settings->PC and Devices->Mouse and Touchpad there is a Touchpad delay setting. That affects how long between clicks before clicking again works. I am not sure if this affects the desktop portion, however. PC Settings tends to be metro only.

You may also try control panel->Pen and Touch->double tap settings-> Spacial Tolerance. If you set spacial tolerance to small, it may ignore the double tap while moving the window.

None that I know of, but I don't know much about the registry. Hopefully the spacial tolerance is helping.

I don't have a touchscreen, but I would have thought you drag it not by double clicking, but by touching and holding on the title bar, and then dragging. What happens when you do that?

OK now I understand.

I have a suggestion that will address the moving a window issue, but not other double click issues you may be having.

You can move a window just with the keyboard. Hold down the Alt key, then tap the spacebar. You can release the Alt key now, and use the down cursor key to select Move and press Enter. (or just click on Move). Then you move the window using the cursor arrow keys. When you have the window where you want it, press Enter.
