Windows Update left system restore unusable

I am not sure this is the correct forum for this. If not, please redirect me.

Windows 8.1

After last Windows Update I get on restart: Error from WerFault.exe:
"instruction at 0xcd730bff references memory at 0x0000000. Memory location cannot be written."

I think the Registry was left corrupted by Windows Update.

This error is preventing me from running Windows Defender, from running System Restore, from installing a Registry Cleaner, and much more. The Windows "Consent UI" is throwing the "0x0" error when I try to do the install the Registry Cleaner.

One idea I have is to load System Restore in safe Administrator mode, then restore the pre-Windows Update version.

Anyone have info on how to get to System Restore Administrator in safe Administrator mode? Any other ideas?

Try sfc/scannow to repair possible corrupt files. Run DISM if needed (bottom of page) and let us know results.

May want to try to scan with Malwarebytes and uninstall upates if possible. Final option may be a System Refresh which you would not lose any files, possibly some add-ons.

Many will advise registry cleaners are not a good idea.

No way to fix

Thanks for suggestions about software to download to maybe fix this. But the problem prevents execution of a download. Not only that, but the OS refuses to let me boot from a CD drive where I could have loaded a bootable image with fix software.

Only solution was the 'refresh' my PC. So I will be spending next few days reinstalling all my apps.

Lesson: Windows Update can corrupt your OS in a way that leaves you dead in water no matter how much you backup stuff.

SFC/scannow is a command prompt, not a software download.

Refresh is good option to insure registry is back to specs. As stated, many advise against registry cleaners.
