So Windows Defender is no longer just antispyware but an antivirus program built into windows? Why did they decide to merge MSE with their antispyware?

MSE was better version of windows defender, but users had to download it separately. So I guess they decided that making users re-download MSE was waste of time for users. I'm very happy with this update.

MSE /Defender is also an anti-piracy exploit defence, which will try to remove software for cracking legitimate programs, particularly Microsoft's own brands - it can then regularly update and check for blacklisted product keys and other "Trojans" which may activate unlicensed software - whilst also protecting against other malware.

3rd party producers of antimalware have not got sufficient motivation or inside information to provide Microsoft with the coverage against crack exploits MS wish for, so they are edging the antivirus producers out of the business.

Older PC users will remember that Microsoft entered the Antivirus market many years ago with MSAV, a utility in MSDOS 6, I think. It did not remain long.

Now, with almost every PC on the Internet, with Windows Updates it is a trivial matter to provide cost-effective antipiracy measures.

So Windows Defender is no longer just antispyware but an antivirus program built into windows? Why did they decide to merge MSE with their antispyware?

MSE was an antivirus merged with their antispyware. It was Windows Defender and a new antivirus in one downloaded package running under the MSE interface. Now they just renamed it to Windows Defender and put it in the OS.
