Have you tried the built-in troubleshooter for programs?
Open control panel, search for troubleshoot.
I did find and try the windows 8 apps troubleshooter Download tool from this site and ran it ,
Windows Store Apps Troubleshooter - Fix Apps in Windows 8
it said it restored everything fixed everything blah blah but I still get the same problem
I believe the firewall is the problem not the apps
Thats why I mentioned the built-in troubleshoot program, I suspect there is a problem with the firewall.
Apologies for not being clear about that.
Are you using a 3rd party AV & Firewall?
If not and you do not want to lose your installed programs, you could try a repair install: Repair Install Windows 8
I looked at my restore points again and I found windows did an automatic restore point a few weeks ago
I used the restore point and its working fine now.
