It tells me that I need to turn on my ivrus scanner.

I click the button to activate it and nothing happens. Here is a video of this issue:

How much cpu usage/system usage is being took up in the task manager? Many times when defender won't open if a virus or malware has taken over the control of enabling it. You may want to run your general anti virus removal programs. (malwarebytes, adwcleaner, whatever else you may run )

What anti virus software do you have? It's possible that you may have an anti virus that actively turns off the Windows default defender program and forbids it from opening. ( have personally seen that on a clients computer once was kind of strange)

Do you have the firewall turned on?

Have you had in the past any former anti viruses?

Also run a sfc /scannow to see if maybe something is going wrong.

It looks like "Spybot Search and Destroy" is installed. Could it be preventing Windows Defender from running? I would uninstall it, then try to start Defender again (after a reboot). Good luck!
