Windows 8.1 Security for public computers...

I work for an apartment complex and admin 2 Windows 8.1 computers. What I'd like to do is really lock these independent computers down to where people can still use them, but with certain access rights. I'd like to make it to where the admin is the only one with access to all the control panels and a standard account has the control panel locked down. I also would like to make it to where people can't access the drives (like see the contents) and are only able to save to a specific directory. Oh, also one last thing... any and all ".exe" files can't be ran would also be good to block. Is any of this possible? I'm not too familiar with 8.1, so any help would be appreciated. I ask all this because these computers were hacked over the weekend and I know for a fact that the security was weak.Thanks.

Maybe contact your local library, high school, or college library.

They usually have tight security on their public use computers.

I doubt any library, high school or college would give out their secrets. That'd give me access to computers on their network. I wouldn't even do that.

To clarify the issue:

Libraries use security software.{programs}

I have used the public computers in my local university library.

The security is tight.

The security software is only available to the Administrator.
Who has a user name & password to access it to make changes to it.

Thousands of libraries use this or similar software.

There are no "secrets" except the user name & password of the Administrator.
Anybody can purchase & use such software.

I suggested checking at a library because they could suggest which software you would need.
