okay, so I've been trying to figure this out all day since today is the first day it has happened. when I started my laptop this morning it told me that both my antivirus programs (windows defender and avast free) were both turned off and so I opened the action center to turn them on and than it does nothing. i'll tell it to turn them on but all it does is think for a moment than still says they are off. I don't know what I should do. can any of you help me?

I have exactly the same problem, but in my case Avast IS on cause i just did a full scan with it at the same time as my laptop warns me that Defender and Avast is turnd off and that my computer is at risk, strange ??

Just out of curiosity; why did you build two fences around your homes?

Seriously, pick an AV/Firewall solution. Using more than one simultaneously always turns into conflict Hell.

when you install Avast it should be turning off Windows Defender. It does this because they are both antivirus programs and you are not suppose to run 2 antivirus programs at the same time. But Avast should not be turned off
It it is go into Program and Features and double click Avast. It will give you an option to uninstall or repair, pick the repair one and see if it fixes itself.

because there must be a registry item out of wack. Do a test and see Avast grabs this
Go to Download ° EICAR - European Expert Group for IT-Security
and click on one of the files at the bottom and see if Avast comes up screaming
at least you will see if it is actually working
this is a fake virus so do not be worried- you cannot infect your machine
If you find it does not, you might have to reinstall Avast
