Settings/Actions requiring UAC no longer work!

So I plugged in a USB drive and apparently Windows detected errors. So I went ahead to scan for errors yet nothing pops up. Then, I went to check my UAC settings but I can't change them because clicking the option doesn't show anything.

In a nutshell, anything that requires a UAC prompt won't work. The slider for UAC was all the way down before this. Did multiple reboots, nada.
