Why do you need to manual update offline ? I can manually update online anytime by opening Windows Defender, click on update tab then click update. What is the difference ?

The difference?
EDIT: it's good you've asked. This wasn't explained in the initial post. Thanks.
I have NO INTERNET on the pc in question (at least not permanently). Other pc's are online and the modem is all used up. I could add a cable connection (regularly updates) to this one... but no big deal because the current setup suits the needs.
So this might be a weird setup (but it works) for you nowadays but when you're offline, a week or so, the virus definitions pops up saying is out of date.
That's why the website link I provided exists because not all pc's are online. You simply run the setup moved on USB to the offline PC and run it. Then the AV/spyware engines get updated.
Another usage to this: If you're infected by some serious malicious software, you should definitely go offline if possible to solve the problem (online connection might make the malware more resistant to cleaning operations).
It' just a nice possibility to be able to update antivirus engines offline and this method is provided by many AV software companies/products.
