Volume, Action Center sometimes are disabled

Volume and/or Action Center sometimes are disabled and can't see their icons. I searched and found that ending explorer.exe task and running it again fixes it, but it was only temporary.
Can you help me?

Here, Volume is disabled, Action Center is enabled, sometimes both are disabled or enabled.

Go to your task bar Notification end, click on the up arrow and select customize. From that menu select Volume to "show Icon and notifications" that should fix it.

Tried that, unfortunately didn't fix after restart.​
