Sound only works when I constantly change my volume

I have an issue where I can only hear sounds when I constantly change my volume on the slider. If I don't change my volume, then my audio fades away in about two seconds. Can someone help me fix this problem?
Additional information: I have a Logitech USB Headset H390, Running Windows 8.1

With a USB headset the Headset or its software controls the volume, not the PC's audio.

According to Logitech, no extra drivers are needed as it is "plug and play".

Recycle the Headset and see if that helps. Plug it in then go to the Device Manager, RIGHT click on the entry for the headset to highlight it and then Left click "Uninstall". Then disconnect the headset from the PC and restart the PC. After Windows starts, plug it in and Windows should detect it and install it like a new install.

Are talking about the volume slider bar on the headset cord (my headset has a thumb-wheel volume controller - so I'm thinking maybe you have a slider control on the headset cord)?
If that is what your talking about moving to get volume working - then that points to a dirty/failing contact in the slider mechanism. Maybe some "electrical contact cleaner" sprayed into slider would help - or some compressed air (canned air) if you have that handy.

Sorry for being vague, I meant the slider in the volume mixer for windows
