The noise problem was a common problem on Win 7, and to a lesser extent on Win 8. There isn't a "one fix" for the problem. Some of the problems can be traced to sound drivers, others to Video drivers, power supply, etc.

Suggest you download and run the Resplendence Latency Mon program. That may get you in the right area.
Resplendence Software - Advanced System Tools and Developer Components

A side note, if you are using the SoundBlaster, disable the on-board audio in the BIOS to avoid conflicts. Unlike Windows XP, newer Windows only allows one default audio playback device.

That may be the speaker system, or connections from the speaker system to the PC.
Does this also happen with headphones?

no problem only happens when connected with a 3.5mm stereo jack going into my surround sound has worked fine for ages only started 3 weeks ago.

for some reason i get the sound to clear when having only the right speaker if i go back to normal settings the problem will start again

"Reseat" all connections, both at the PC and all speaker connections, in case one is not making proper contact. Reseat-unplug each connection then plug back in ensuring the plug is fully seated in the jack.
