mobo sound and HDMI sound not synced in Windows 8.1

Windows 8.1 Pro, 64-bit. I finally got video and sound to come out both the mobo and the NVidia video/HDMI card.
MOBO is Foxconn G41MXE. Sound system on mobo is NM10/ICH7 Family High Definition audio Controller, by Intel.
Video Card is GeForce GTX 550 Ti, with NVidia GF116 High Definition Audio Controller. Video card has HDMI output
connected to TV set, containing both video and sound. (Video from NVidia goes to both monitor and TV.)
Windows 8.1 with all updated drivers, as far as i know, based on two driver update apps. In Windows, there is
a significant delay between the audio coming from the mobo sound to the local speakers and the sound out of the
TV set. In PCLinuxOS on the same machine, there is hardly any delay. It is thus painful to watch a movie or a Youtube performance with any kind of speech or singing on Windows, due to the lack of lip-sync.
I need to know of there is a fix for this, and if so, where do I find it, or can somebody please post it here?

You are using two separate "sound cards" (chips) at the same time (one in the Video Card and one on the motherboard). The processing in the chip can cause a delay or out of sync. Windows is designed to only have one default audio playback device. Circumventing that can cause problems, such as you hear.
