I've attached the sound. It happens also at other random times.

What are some things you would try?

How do I get rid of it?

To hear it, click the link, make sure you are not muted, and raise the volume. You should hear a series of successive ringing sounds that interrupt each other.

I get the sound on bootup and also other random times. It would not be a big deal except when I am listening to relaxing music or watching a movie, this sound constantly comes up

It has happened on my windows 8 laptops- my thinkpad yoga and my hp envy 4

I have never heard that sound from any of my Win 8 computers. It may be coming from an application you have installed or something to do with a peripheral of yours. Maybe some messaging program notifying you that you have a message or something like that.

Retired in 2015 after working in the tech industry for 41 years. First 10 years as a Technician, the rest as a programmer/software engineer. After 1 year of retirement, I was bored so went back to work as a Robotic Process Automation Consultant. Retired for 3rd (and final) time in 2019.
What would be some ways to narrow down the source and find out?

I am pretty sure someone at least has heard that sound before.

First. no idea what kind of computer you have there and if the sounds are coming from speakers ? It may be coming from BIOS alerting you of some malfunction on MB, overheating, fans not working etc.

In control panel, open "change system sounds". Go through each item with an assigned sound and click the test button to find the sound you are asking about. That may give a hint as to what is making the sound, and you could also change that assignment to "none" to silence it.

I also have never heard that from any computer. You don't show your computer in My System Specs so maybe the computer is very new and as mentioned could be a BIOS alert.

I'll try these things but first I'd like to also say

That sound that I posted seems to be a repetition of a single ring sound. My guess is that for whatever reason the laptop is repeating a sound that is only supposed to happen once.

In fact sometimes I only hear one ring sound. And I am pretty confident that at least one of you has heard the single ring version if not the multiple one that I am getting. The sound when in a single ring sounds like a sound a laptop would make after an action has been completed.

My first guess was that it was dropbox or google drive telling me that a file had been uploaded since that would explain the multiple rings in succession but I wasn't sure how to test that hypothesis.
