Windows 8 Need to lock down sound for an autistic child

I sincerely need help. My four year autistic old sound blast his Dell touch screen. He figured out how to get to the control panel to make the sound loud even after I did a regedit and removed the sound icon from the side smart panel or whatever that is called. I need to lock down the sound so he cannot adjust it. There must be a permission or a user I can create that does this. Does anyone know because I am going to lose my mind, I cannot even think it is so loud.

Have you tried creating a guest account with limited permissions? That should keep him out of the control panel (I believe) and you could then password protect the administrator account; however, you still might have to delete that volume control icon (not sure about that).

My son has a Win8 computer for school. I have enabled Family safety to restrict web access and send me weekly reports, but I need to allow him access to install software at school, without requiring admin password. Is there a way to do this? Will turning off UAC achieve this result?
