moving swapfile.sys not working

well, after following the instructions to "move" swapfile to another drive (on this forum), twice, I still get a message when win starts that a swapfile was created and, sure, I cannot delete the file from C drive. I also have the mklink on C.
what's wrong or what am I doing wrong?

as a newbe, the articles recommended didn't help much. my problem is to get rid of swapfile on the C drive and seems that I cannot get it done.

I've never tried moving the swapfile. In the old days, something Norton Utilities was strong enough to move and make it stay moved the swapfile, however I do not know of any similar modern-day uitility.
