How to see the album art over the Now playing list?

The first one is a customized skin/theme, and the second, is stock. You'll need to check the .dll file and that you're patched too.

Your first screenshot shows an older version of WMP (version 11). The current version is 12, which only shows the album art on the right side in Library mode, and not in Now Playing mode.
