Flash Player Won't Stop Opening Settings Manager

When using latest versions of both Chrome & Firefox on games sites, keep getting Flash Player Settings Manager box popping up. (FP is the latest version also.) Have *numerous* times gone into the Settgs. Mgr./Local Storage/Global Settings, etc. & set everything to unlimited/don't ask again--tried doing this both with & without restarting browsers-- but it keeps popping up right in the middle of the game trying to play, very annoying. What's odd: using the same browsers & FP versions on my old Win7 computer but no problem. (Posted about this on Adobe forum but nothing they had me try worked.)
