How to move a picture file on 8.1 to a picture folder...

It turns out that if I download a picture file to the photo app in 8.1, without putting it in a particular pre-existing folder, the file goes into the general area of the app displayed alongside several other non-related pictures. Okay, no problem. But for the life of me, I can't figure out how to then move a single image file into one of the pre-existing folders I had created at an earlier time. If your suggestion is to open both the folder and the picture file side by side on the screen and then click and drag, I have no idea how to do that. Is there no way to right-click the image and find a way to select "move to", or something along those lines; or is there a pull-down menu that I can't find with the app open that contains a command to "move to"?
Any suggestions?

Well, you have many options. What you are looking for is this:

Context Menu - Add Copy To Folder and Move To Folder - Windows 7 Help Forums

But you can just copy the pics and paste them into the folder you like.

The side by side is easy too. Just open the source folder and press WIN + Right arrow. Then open the target folder and press WIN + left arrow, Now you can drag and drop from one folder to the other.

Thank you for your speedy reply. I looked at the tutorial you pointed me to in Windows 7 Help Forum, since adding Move To Folder and Copy To Folder to the context menu would be ideal, but when I get to Step 3 of Option 1 or 2, I'm lost in the techno-speak; so I gave up on that.
So next I did manage to open, following your clear directions, the source image and use the Win key and right arrow to move that to the right half of the screen, but then I found it impossible to open the picture program, showing all my picture folders and files in rows, on the left half of the screen, in order to then click a folder and open that on the left of the screen; I could get several other pages to open there, but not the picture page. So instead I tried this: I went into and opened the destination folder going through the File Explorer window, which I did get to open on the left side. But, it then wasn't possible to drag and drop the source file on the right across to the destination folder on the left.
Yes, I know I'm doing something wrong, but given my obviously inadequate level of understanding of the lingo used here, plus my halting grasp of Win 8.1 (which grasp is VERY elementary since the damn thing isn't even remotely intuitive, and all explanations I've looked at are too dense in lingo to sort out) I've done all I can figure out without success in moving the picture file, so far.
Any other suggestions?

If you are using the Photo app, save the picture to a designated folder, say Pictures. Open that folder in File Explorer. The commands you want are in the ribbon (see attached image) in Home tab. After you click Cut, Copy, the big Paste clipboard will light up in the folder and in the adjacent folder that you want to move the picture to. If you use the Copy To or Move To command, the conventional folder tree will open and you can select your destination. Or in the screen shot, you can simply drag the selected item to the folder you want in the pane to the left. You can also download Classic Shell and add the commands to the context menu, if you prefer the XP, Vista or 7 look - Classic Shell - Start menu and other Windows enhancements

I neglected to specify in my initial inquiry that I was wanting to move files to folders in the Photo Gallery, specifically, without having to open yet a further window and then go back to Gallery. Yes, if I always have my wits about me, which is unlikely, I can surely save each file to a folder if there is an appropriate one already, or create a new one before downloading, if I think about it in time. But typically I just download and worry about placement later, when I'm looking through the new pics, since my brain operates more in the art flow than the tech line.
I certainly can do the moving and copying in the Explorer window, but most of the time, when I want to interact with my pictures, I reflexively open them in the Picture Gallery since that's such a visually compelling, satisfying place to view and enjoy them; but apparently it turns out the geeks who designed this thing didn't deem it necessary to include a move function there, much less a click and drag function. That is, unless I'm missing something entirely, or unless I need to do some kind of custom download such as is laid out in the Win7 tutorial another member sent me; which I can't figure out since it's written in what reads like shorthand: The day god handed out the Tech genes I was happily in my garden with my watercolors...

So, if I understand you, your default save location for web pictures is Photos/Photo Gallery vs a pre-specified location, say, a Downloads folder so when you right-click 'Save Image as', it goes to Photos vs an Explorer folder ? I would think your best options are to create a Downloads or New folder in your Library and designate your browser to auto download to that folder. Then you can use all the explorer window options or just delete what you don't want to save. Personally, I have 3rd party apps to manage pictures and music. I have disabled sync to Library. For saved internet pictures, I download to Downloads folder then open image in FastStone image viewer, from which you can use drag and drop to other folders from the viewing window and has various slideshow and correction tools. - http://www.faststone.org/FSViewerDetail.htm
