Hello,
I've been using Windows Vista for years and now have a PC running Windows 8 (.1 or. 2) (is there a 2?)

I'm trying to uninstall a program file (dll) in my program files 86 folder but it says I can't while it's running in windows.
I watched an online video which tells me to open the command prompt but his method doesn't work on my PC.

Can anyone give me instructions on how to get rid of this dll or tell me how to open my windows command prompt so I can try the videos method?

Cheers!

One has to be careful with dll files in case they are shared. try renaming it first ProgramName.[DEL]dll[/DEL] old-- and run your system awhile to see if you get any warnings first, especially at boot up. Then when no problems appear or crashes show up in Reliability History(in the Action Center) then you can unregister the dll.

Open an Admin command prompt by right clicking the windows icon and choose it.

For the path name you can use drag and drop in windows 8 by opening file explorer and dragging the dll to the command prompt after you type regsvr32 /u"
example: regsvr32 /u "C:\Windows\System32\amdmantle64.dll"(this is for an AMD ´graphics dll)
Don't forget quotes

Register dll file

To register a dll or ocx file, open a command prompt windows as an administrator, type the following and hit Enter:
regsvr32 “path & filename of dll or ocx“
Unregister dll file

To un-register a dll or ocx file, open a command prompt windows as an administrator, type the following and hit Enter:
regsvr32 /u “path & filename of dll or ocx“
This will register or unregister the dll file.

Koukol, you might be doing something I do from time to time. Did you uninstall a program, and now have a dll file leftover [not removed]? If that is what's happening -- go into Safe Mode, and try to delete that file. If this is something else, then, follow Cliff's advice.

Thanks for the advice guys but I'm afraid something went wring.
I believe Roland has it right as I downloaded a program called MagicISO and once uninstalled it still shows up because the dll is hard to remove.

Anyways, being unfamiliar with W8 I had to Google on how to start in Safe Mode.
I discovered I must go to the Control Panel and find the system control (if that's what it's called)
So I found the "boot" option and clicked the "safe mode" along with another option I thought was similar to Vistas "work in safe mode"
So I restarted my PC and now I just get a green screen (color customized by me months ago) with 3 little options below.
1) Ease Of Access
2) ENG/US
3) Power

I don't know what to do now since my technique with Vista in such a situation was to hold down the shut off button then turning the Laptop back on I automatically got the repair and safe mode options.

Did you make a recovery disk/USB that you can boot to, after installing Windows?

I managed to change the BIOS boot up options and put the drive first.

I now have the Ubuntu ISO disc running and will import my files.

Is there anything I can do while it's running to save my programs (PC) before I resort to erasing everything?

turning off services

There are a no of places you can turn services off, so that programmes can be removed, as long as you know its name.
Safest option
ControlPanel>admintools>Services>progname>RIGHTclick>properties>startuptype>from dropdown>dissable or manual.
