Can't Install .NET Framework 3.5

Hi, everyone. I've been trying to do this for hours to run a program that needs it and I'm about to lose my mind. On my 8.1 laptop, I run a program (.exe) that tries to install ".NET Framework 3.5 (includes .NET 2.0 and 3.0)". Well, it only ever leaves me with this message:

The component store has been corrupted.

Error code: 0x80073712

I've tried so many things to make it run that I have no idea what to do anymore. The exact same program runs perfectly fine on my windows 7 desktop, and it is supposed to be fully compatible with 8. Can you guys please help me out?

When I run DISM, CheckHealth works and says that the corruption is repairable. However, ScanHealth and RestoreHealth both give me the same error. They say:

Error: 1392

The file or directory is corrupted and unreadable.

The DISM log file can be found at C:/Windows/Logs/DISM/dism.log

I might be misunderstanding something, but isn't the whole purpose of DISM to fix the corruption? I don't understand why it just gives up at about 20%.

To install .NET 3.5 If you have Windows OS install media you can use this command in an admin command prompt:

DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:d:\sources\sxs

Where the source marked in red must be the drive letter of the OS install media (USB or DVD)
