Starting Word 2003

When I start Word 2003 in my Windows 8 computer, I get the following message:
Do you want to allow the following program to make changes to this computer?
The program listed is Winword.exe
1. Why does this message appear? It does not do so in my Win 7 computer.
2. Is there a way to avoid this message appearing, other than by lowering the User Account Control settings?

Hey mate,

Though I do not think I have a solution for you, I feel like I should say that Office 2003 was never designed with Windows 8 in mind. There may be some compatibility issues involve.
