PC settings and windows store wont open...

I just built a secondary new work computer. Unlike my main rig which I just do a fresh install of 8.1.
On this one I put Win 7 then Win 8 pro upgrade, once that's done I upgrade to 8.1 through store. thing is once I upgrade to 8.1 I notice pc settings and store wont open, if I click on them they flash and just return to desktop.

But it only seems to work on admin account.

I noticed same thing is happening with regular user account and the above fix does not work, in fact when I try and set permissions to system in registry step it mentions I get "Unable to set new owner on packages, access is denied"

So im totally stuck here, I was relieved I was able to fix it in admin account, but now its happening with user account and Im all out of ideas.

Thx but those are the same solution steps as the link I posted, both powershell command and reg edit of permissions. Like I said it works in admin account but not in user account, and I think I know why, due to the error when editing the registry entry permission and it says "Unable to set new owner on packages, access is denied"

The entrys owner is set to administrators and is supposed to be changed to system but I cant do that in user account

If this user account is a Microsoft account, then see if the process of switching it to a local account, and back to a Microsoft account may toggle them to work properly again.

If it's just a local account, then create a new local account to see how it work while signed in to it. If it works, then you could use the new account instead and delete the old one.

I refuse to make MS accounts, I consider it Bill Gates blackmail. So yes they are all local accounts. You are saying I should try creating a new one and deleting that one? Or maybe just deleting it and recreating a whole new user account?

To tell you the truth Im getting tired of this, this never happened before, the only difference is the hardware, the work computer is overhauled to all new hardware with an SSD, but I don't know I don't think that could be the cause of this. Im convinced its something in the windows 8.1 download from win 8 store that MS f##$ up recently that wasn't happening before.

Im gonna try what you said but don't have much hope, Im getting ready to just give up on Win 8.1 on that rig and just revert to Win 7 which works fine on it, thing is with Win 7 there is no Secure Boot.... And I kinda want Win 8.1 on there for the sole reason of secure boot compatibility.

What you want is something like writing a cheque (check) from a bank you don't have account at.
