Ashampoo Burning Studio works very well and is light on resources. Nero is overkill

For images and DVD5 or DVD9 video discs I like ImgBurn
for audio or music file CDs I like CDBurnerXP (automatically handles flac etc..)
Also if you look around there are free Windows versions of tools commonly used on Linux.
There's a searchable database of tools on
