Solved Unable to download free apps from Store

I tried downloading various apps from the store, but the message I get was I can't install this app.
For example, I tried to install PDF Reader 8, and I get error code 0x80070032.
Does the error code reveal what the problem is?
I am running Windows 8, not Windows 8.1, on the Lenovo IdeaPad.

Probably.

I never had a problem installing just once installed they wouldn't work.

When I ran WSReset.exe, the message displayed was, "Remote procedure call failed."
Anybody have any ideas?

After upgrading to Windows 8.1, the Store may not start at all.
1. Open a command prompt.

2. In the command prompt, copy and paste the command below, and press Enter. (see screenshots below)

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.XML

This allowed me to visit the Windows Store. I hope it is a stable solution to not being able to shop at the store.
It has been working for several days now, so it looks like it is the solution; but why was this patch necessary in the first place?
