How to reinstall news app with PowerShell

I have upgraded to Windows 8.1 and have had trouble opening the default Windows apps. So I removed the news app. Now I am trying to reinstall it with Powershell. How can I do this? I don't have an account with Microsoft and don't want to create one just for this. I don't see it listed when I type Get-AppxPackage -AllUsers

Does anyone one know the full name of the app so I can try to reinstall it using PowerShell? I only have a local account and not a Windows store account and don't want to refresh or reinstll Windows just for this small app.

Hello Mallen,

The default News app in Windows 8/8.1 full name is Bing News.

You should be able to reinstall it from the Store by using Your apps, or search for Bing News in the Store to find and select to install.

Thanks but I am trying to do it without logging into the store. I tried using PowerShell with this command
add-appxpackage C:\Program Files\WindowsApps\Microsoft.BingNews_3.0.1.321_x64__8wekyb3d8bbwe -AllUsers

Depending on how you removed the app (all users or just current user), you may be able to also just create a new user account to get it back.

Do you think If I create a new user it will install it back. Then I can delete that user?

If you didn't completely remove the app from the PC, then you should be able to. It wouldn't hurt to try.

I created a new user and it created the apps and the news app was installed. But when I log in with my account as administrator its not there.

If I have an administrator local account, and the new user has the news app, could I make the new user an admin, delete the first user, then change the name back to what the first name was?

Yes, but afterwards you could just switch the local administrator account to a Microsoft account using the same address.

But I am trying to avoid creating a Microsoft account. I just want one local account that is administrator that has the news app installed.

If you just wanted a local account, then that's fine to do what you posted as well.

Just remember that without being signed in with a Microsoft account, you will not be able to use the Store and any modern apps that use a Microsoft service.

The News app came with Windows when I installed it and didn't have to use the store. This is why I am avoiding using the store to reinstall it.

I got it working. I ran PowerShell ad administrator. At first I was trying to type both lines at once. Also I needed to work out the file path to the xml file. Here it is for anyone else trying to do this. Thanks again for your help.
Type this first:
$manifestpath = (get-appxpackage -Name "*Microsoft.BingNews*").InstallLocation + "\Program Files\WindowsApps\Microsoft.BingNews_3.0.1.321_x64__8wekyb3d8bbwe\Appxmanifest.xml"

Then type this:
Add-AppxPackage -register $manifestpath -DisableDevelopmentMode
