change pc settings crashing !!

[h=1]using windows 8.1 change pc settings won't open...but store is working :( When I take change pc settings , it crashes back to start menu. Can't access any of the settings ! i tried SFC /SCANNOW in normal mode and safe mode but change pc setting won't opening !! i tried system restore also but there is a problem i am getting like this ....[/h]

Are you using Avast or some other 3rd party AV program?

If so, you will need to make sure that the SystemSettings.exe file is added as a "Trusted process" (Avast) or safe list on other AV program to see if that may help like below.

Hmm, ok. As a test, temporarily uninstall Avast to see PC settings will open afterwards to rule in/out Avast.

I'm afraid that it may be time to consider to either refresh or reset Windows 8.1, or try a repair install if you have retail installation media. :(
