System cannot access windows 32 applications

Have a problem all of a sudden my Windows 8.1 Dell Latitude 10 tablet cannot access most all of the Win32 applications. I go to access an item in windows explorer or say device manager and get a message system could not access or may not have permission. Most programs seem to be working, but a lot of services are not such as WiFi, sound, network etc. since I cannot access win32 applications I can not get into services. Any thoughts for a fix???

I tried you suggestion and the system will not open a command prompt with Admin rights. It will open a standard command prompt but not an elevated one. So it will not let me run the other applications to fix the issue. Maybe the issue is more to do with not being able to get open Admn stuff??

Yes personal machine with only the one account that is set as administrator. Seems like windows system is having the same issue since every time it tries to open a Win 32 application get similar message that it does not have permission.

Finally got into safe mode and was able to run an elevated command prompt, so I ran the DISM, but it did not help. Then tried to do a refresh and that failed to run. I can get into all metro apps and desk top programs, but have no sound, no WiFi, can't access anything like device manager, but can get on the net with cellular modem.

I also added the built in administrator account but can only log into that in safe mode.

Tried a few other things all no help. Did a clean boot, tried running Dell diagnostics software from support site, it could not install so would not run. I cannot get into the UAC controls even in safe mode. When I do Safe mode with network I can get back on WiFi, so there does not appear to be a hardware issue. Something is keeping the system form accessing things.

Its a bear if you can't access anything to fix it....

Perhaps you picked up a virus. Which AV do you have? Can you do that scan in safe mode?

Did this thing come with 8.1 on it or did you upgrade from 8? If upgraded, did you do it via the store?

Is it still under warranty? If so, you may want to consider taking it back.

I updated to 8.1 the day after it came out, it was running decent...after many windows update and driver updates. Earlier this week I was downloading a print utility program from Dell and apparently also a windows update. After rebooting had all these issues and system was all jacked up. I was able to uninstall the Dell print app using CCcleaner, but no help. I also ran a Avast virus scan...nothing. I actually uninstalled Avast and it fixed some issues not letting me get to things, but still cant access a lot of items. I just ordered a restore disk from Dell and going to try and fix it using repair, if I can get into it. Also Windows Installer will not run so I cannot install any repair or scan apps to see if it would fix the issues.

I'm sorry to see you're having such a fiasco. It was wise to order the repair disk. Is it an 8 or 8.1 disk?

You could try uninstalling that update.

Does this thing have an OEM repair partition by any chance? If not, did it ask you to make repair disk at first boot?

I am trying to uninstall the update but system won't uninstall anything I had to use CCcleaner, and I do not see the updates in CCcleaner. I assume the restore disk will be 8.0 since that is what it came with. Not sure if it has an OEM repair partition, I did not make a repair disk since it is a tablet with no CD drive. I also ordered an external drive from Amazon today so I can run the restore disk. I tried the start up repair option when booting to Safe Mode but also no help.

If there is a repair partition, there should be a key to press at boot to enter. Did it come with a manual?

What??!! That's a lot! Did you create any of those?

Do you know the keys to press to enter recovery? Should be in the manual. I think it may be Ctrl and F11 keys simultaneously. Not sure

Got into the boot options and do not see any option to boot from a different partition or repair option

It wouldn't be in boot options. It's going to be a key or combo.
