Cannot install any software - Windows installer popup

When my friend goes to install any software, he generally sees a message saying it is starting the Windows Installer, then a popup appears (attached) from Windows Installer that offers on option other than OK. Clicking OK just makes the popup go away, the install does not continue. I tried the install as administrator, did not help. I tried the compatibility troubleshooter, but it errors out without giving any info.

I've tried running the Microsoft tool that they offer for repairing Windows Installer, it finds nothing. I've also tried unregistering and registering msiexec.exe, did not help. Also ran regsvr32.exe /s %windir%\system32\msi.dll

Any ideas what I might try to fix this?

I say it's time for an In-Place Install.

Also, check for Sirefef, it interferes with EXEs. It specifically disables EXEs so you cant install any AV programs so it may be interfering with the installer.

Do the programs that are there run? You can do a quick test for Sirefef- Rename your Windows Defender folder to Windows Defender Old. then try the installer again.

If that dont work, then dig out your Install disk, you gotta do an In-Place Install. But try an SFC /Scannow a few times, and then a DISM to rebuild the windows image, sorry, cant remember the command line - Its in the tutorials, I'll find it.

    Recently lost my Windows 8 on my main PC, had to go back to Windows 7.
SFC found problems, could not fix them all. I am running DISM now.

All his other programs run ok. This problem started a month ago when he ran the Windows 8 Refresh.

DISM said it found and fixed problems. Rebooted, but he still cannot install programs, gets the same popup.

Any more thoughts?

An In-Place Install - You would have to have an Installer disk, on a disk or on a Flash Drive.

Run SFC two more times.

Is it Windows 8 or is it 8.1?

I'm working remotely on this, my friend does not have an install dvd, so I can't do the repair install easily.
