As far as I know I never use the Silverlight. If I remove it on the control panel will any wild activities occur with the rest of W8.

Anyhoo, you are correct in what you stated in that it is a tool for developing somewhat like Java.

To answer the OP further > It is a plugin that a browser or immersive app may call for. You may uninstall it and if it is called for you will be asked if you want to install it. This was so for me with the NETFLIX Store app which uses it for videos.

I was wrong in that it's not just a plugin for IE. It is used in other browsers and apps.
