I just moved excel files from an external drive to windows 8. Some of them have the xlr file extension. How do I open them in Microsoft Excel 2013?

Microsoft's website is not helpful here...

The list of file formats for Office 2013 doesn't mention .xlr
File format reference for Office 2013
but then again neither does the Office 2010 list:
File format reference for Office 2010
and we know (as pre Hopachi's link and also the one I'm about to give below) that .xlr format works in Excel 2010.

So rather than doing the complex File Association stuff from that Microsoft Community page, I would try the instructions from this page for Excel 2010 and see if it still works with Excel 2013.
Move from Microsoft Works to Microsoft Office 2010 - Excel - Office.com
If your Works files were saved in Works 6.0 or later, you can open them directly in Office 2010 or Office Starter 2010.
  1. In Word, Excel, Word Starter, or Excel Starter, click the File tab, and then click Open.
  2. Go to the folder where the Works files are stored.
  3. In the list of file types (next to the File name box), click All Files (*.*).
  4. Click the Works file that you want to open.
  5. When you save the file, save it in the Office 2010 format (Excel Workbook (.xlsx) or Word Document (.docx).

...and if that doesn't work, I'd try something like LibreOffice or OpenOffice, perhaps in an older version if the latest doesn't work.
