Hello all. If interested, there is a decor8 beta that works in 8.1 now.
I am not sure if I should link it.

    Totally silent. No fans at all.
With the ability in 8.1 to have the same background as the desktop there is no point in Decor8 unless you just want a different wallpaper on each screen.

I used Decor8 for months until I updated to 8.1. Of course, it really messed with the Start Screen, and I uninstalled it. Now I don't miss it. 8.1 actually does one thing better than Decor8, it dims the background on the Start and even more so on All Apps, making easier to see the label text against highly varied pics, such as scenery.
