Using two programs that modify audio.
1: Viper4Windows for better sound quality and bass regulations and that.
2: MorphVOX Pro to modify the voice and use soundboards.
you can try any of the tuner software and see if that works. things like Windows Media Center, XBMC, MediaPortal, GBPVR.

video editing software like Adobe Premiere. the best, easiest, and cheapest bets would be to try the tuner software first.

Are you sure HDMI is for input?

I would guess that the HDMI connector is do that you can use a Television as an external monitor.

that's true. I didn't think that the OP may have used the incorrect term. Most laptops come with an HDMI out so that you can output the laptop's video to an external TV or monitor.

some niche PCs have an HDMI in which is to bring video into the system. for example, my friend uses his laptop screen to play his Xbox 360 games.

you should clarify what kind of HDMI port this is.
