Solved W8 app blocks SKYPE FOR DESKTOP

So simply put, I cannot use skype for desktop. The app version that is preinstalled, I can't use because it drives me insane so uninstalled it, however, it IS STILL blocking skype for desktop from working. I've attached a screeenshot to show you what I mean.

Is there a way to get rid of the app version of skype since clearly uninstalling it did nothing.

Just to provide a bit more info, no, I am NOT already signed in on my pc.

EDIT: More info, once it "breaks" it starts a skype process which I cannot kill until reboot.

Sign in to Skype on any other computer or smartphone, open chat with anybody and send:
Code:
/remotelogout
That should log you out from all sessions except for the current one.

Sign in to Skype on any other computer or smartphone, open chat with anybody and send:

Since you have uninstalled Skype try this: do a search of your disk for "Skype" and delete everything that is found. Then reboot and install Skype Portable. That fixed a similar problem I had.

2. Is your Microsoft account connected to the Skype account?

searched for and cleaned anything to do with skype on my desktop, then reinstalled, didnt make a difference. however i found the issue was actually to do with ICS. for some reason it's automatically set as "on" when you install windows and that utterly screws over skype. makes it error out, hang/crash etc etc. so disabling that sorted everything. so...yeah, weird and random, but i supposed it's solved for anyone that searches this thread in future: turn off ICS.

my smartphone doesnt have me logged in to skype, and when i tried using the skype app, the ONLY way to login was to link my hotmail and my skype together. very weird, and very annoying. as in the other post i put, i found the issue was related to ICS, and the issues that arises when that is set to "on". causes everything to do with skype to just feck up entirely apparently, so for anyone having this issue in the future, turn off ICS.
