Solved Can't uninstall Batch Compiler 2013

I recently downloaded and installed Batch Compiler 2013 on my laptop. It did not work the way I had hoped so I uninstalled it, and it removed everything but the main exe file and the installer file. When I tried to delete them manually though, it gave me an error saying that the file was in use by Batch Compiler 2013. I went into the task manager and checked, and it was not running. I tried using Eraser and it did not remove it. I restarted the computer and it will not remove. I can however rename the file. That makes no sense, why can I rename it, but not delete it? Any ideas? Thanks!

Start computer in safemode, see if its still in the uninstall menu, if not then rename the folder then delete it.
