I cannot open any apps

Hi I need help with my windows 8

I cannot open any apps, also when I go to any website and I click in anything, I always get a pop up window (which is very annoying) and also my computer won't shut down and it doesn't request a password or anything.
The computer is less than 6 month old and was bought in the USA.
I need help.

At this point, you might consider resetting Windows 8 to start fresh. :(
