What's the future for Windows apps?

One of the obvious issues with Windows 8 is the lack of decent apps, most are pretty useless, often don't work and offer nothing of value to the user. This is one example of how dire the app situation is for Microsoft:

[Developers can now get up to $2000 from Microsoft for writing apps for its Windows 8 and Windows Phone stores as a “Keep the Cash” bonus payment. The offer, which is current and runs until 30[SUP]th[/SUP] June 2013, allows developers to get a $100 virtual Visa card for every app published to either of the stores, for up to a maximum of 10 apps per store. Another related example is this (relevant since Windows 8 is supposed to become a universal OS in a sense):

I'm not sure how it is in other parts of the world, but in Australia, government and other organisations regularly produce apps for mobile phones that will only work on Apple or Android, never on Windows mobile.

If this trend continues, then the Windows app space is not going to improve in a very long time. That will have serious ramifications on Windows 8 as a whole.

They are presumably hoping paying the devs will rejuvenate a bit of interest.

It comes across as somewhat desperate.
