Are there programs safe to uninstall?:

yes. none of those are needed. however, maybe it's better to keep the support and registration stuff in case you need to easily contact HP.

PowerDVD is a good one to keep as well as that allows BluRay playback since Windows 8 doesn't come with the codecs necessary. Also, a few of those are actually good. Read the reviews before you remove them. If these are only demo version or limited versions then definitely remove them. But if these are the full versions, read the review first.

also, if you ever have an interest in editing videos, keep Power Director 10. It's more powerful than the free solutions out there. I personally use Adobe Premiere but that's very expensive. I have dabbled with a lot of free ones out there and most aren't very good (Windows Movie Maker is actually pretty good for casual editing, but is missing some key power features that advanced users need).

most of those programs are actually pretty lightweight and only take up storage space. if it was something like Norton AntiVirus or something resource-intensive, that would be another story.

Possibly they are both time expiring demos anyway, installed by the OEM seller?
