PDF reader with Kindle functionality?

I am looking for a PDF reader that will do the following: highlighting text through the touchscreen; adding comments to text; accessing a dictionary by touching words. Basically the same functionality as apply to eBook readers for documents in eBook format. The native Windows 8 reader is part way there, but doesn't have the dictionary function. Appreciate any advice on what apps may be available for this.

A modification of my request for advice on PDF readers with similar functionality to eBook readers. I appear to be hoping for too much to want a dictionary, but putting that aside, there is one more limitation on the native Windows 8 reader that I've become aware of, it doesn't have the functionality of following links properly in a package of PDF documents - e.g. a table of contents with links to chapters in another PDF document. Through bookmarks you can follow links within a single PDF document but not between documents. So, my modified wish list for a PDF reader is: highlighting text through the touchscreen; adding comments to text; fully functional bookmarks function.
