Can't run .EXE's and .MSI's

Try a refresh or reset. Sounds like your PC isn't able to run the scripts from those executables, so reinstalling/refreshing might help. I don't think you need installation media for a refresh.

I tried restarting. What does a refresh consist of?
A refresh is pretty much what you'd call a system rebuild; it attempts to fix any problematic files/missing ones that could cause such an issue, with the advantage of keeping all your personal files. Problem is, like I have encountered when doing such, is that your desktop "apps" (programs) get deleted/uninstalled, and result as part of a list placed on the desktop to let you know what was deleted.

The main aim of that, is more so in case a program that made the conflict is present on the system, and Windows 8 removes all installed programs (all MetroUI apps stay) to see if that fixes the problem.

I suggest getting a program backup tool, so that once that's done you can restore your programs you may have had installed. Also, a system refresh restores all personalization, "sync" settings and other changes to the system, back to default.
