i tried the following:

1) refreshing
2) delete "ole" folder in registry (didnt get to delete it, due to an error)
3)
net stop wuauserv
rename c:\windows\SoftwareDistribution softwaredistribution.old
net start wuauserv
4) sync windows live id witht the store (several email-addys)
5) completely shut down windows firewall, i even tried every possible option within this(there is no other anti-virus / firewall)
6) windows 8 is up to date
7) "sfc /scannow" had no results
8) reset windows 8

so what should i try now?

i have a solution.
when i upgraded to windows 8, i had opera as my strd.-browser.
thats why IE failed to set up a TEMP-Folder.
you have to manually set up a temp folder to solve this problems.

1) open IE via .exe at C:\Program Files\Internet Explorer
2) top right -> options/perfrences button -> internet options
3) Tap should be sth like "general" -> pefrences button
4) set folder -> i set it on C:\TEMP
5) windows wants you to sign in again -> do it -> have fun with your apps.

(i only have a german version, and i don know the exact names of the buttons and tabs but i still hope that this will help you.
