This is not a solution, but additional information. Once KB4338815 is installed, it reboots into an error that can't be fixed.

Quicklaunch Bar in Win8.1 on my desktop PC in Australia is quite stable, but it keeps becoming not displayed after a reboot of Win8.1 on a tablet in the Philippines, even though the Task Bar maintains the tick for 'Lock the taskbar'. Is there a way to ensure that it remains visible ?
