i've installed once windows 10 but the os itself prohibited me to install driver updates that's why i returned back to windows 8.1 .. Still really don't know what these folders are for

Hi there. I'd only want to know what's the purpose of these empty folders in my c:\ They're kinda annoying I've already done disk cleanups but still i can't delete these things, and they keep multiplying in time here's a pic
